Known by the Santacruceros as the neighborhood of u2018El Monturrio u2019, this emblematic neighborhood of the capital was the third to be formed, along with Los Llanos and Toscal. It owes its name to the forerunner and owner of the farms where Luis Duggi buildings were built, which was former mayor of Santa Cruz. The delimitation of the neighborhood corresponds to the sector between Rambla Pulido, Avenida de la Asunci n, Galcer street and Barranco de Santos.

The neighborhood owes this nickname to the large rocky areas that were on the grounds. Where San Fernando College is located today, there was a great elevation of the terrain that formed a mountain, along with many potholes and holes, where they didn't even play you. This mountain had to be demolished in order to build and urbanize the land.

Known by the Santacruceros as the neighborhood of u2018El Monturrio u2019 due to the rock formations that ravaged the land, this emblematic neighborhood of the capital was the third to be formed, along with Los Llanos and Toscal. It owes its name to the forerunner and owner of the farms where Luis Duggi buildings were built, which was former mayor of Santa Cruz. The delimitation of the neighborhood corresponds to the sector between Rambla Pulido, Avenida de la Asunci n, Galcer street and Barranco de Santos.

The first constructions were located on the left and lower margin of the land, adjacent to the La Laguna Highway (now Rambla Pulido) and the Maestranza (now Galcer Street n). Already in 1852, the architect Manuel de Ora had built the building of the Maestranza, which later became the Hospital and the Plaza de Pedro Schwartz. In addition, small houses were built adjacent to these constructions of the municipal architect on Serrano and Porlier streets. At this time, it is to the city council who sends Duggi a plan and corresponding restrictions with his ideal of widening the city towards his land in which some clauses such as:

1. The City Council must acquire land for the opening of streets.
2. The presentation at the Town Hall of plans of the buildings to be erected.
3. Fasten the alignments fixed by it.
4. Arbitration on the construction license.
