The first official knowledge that the city council has of this work is a preliminary project sent by Luis Cabrera on which an agreement was taken (August 20, 1965) to lift this building. A year later, Luis Cabrera addresses the municipality as a perfectly defined work, but must resolve the road, rear and side treatment. This was not the only problem; From the preliminary project the building was located in an area where the plan of uses and volumes is praised with four heights, so that it fails to comply with the Building Ordinances. Solved the problem, the construction license in December 1966. From here, a more elaborate second initiative followed the primitive sketch, consisting of a more prismic solution, adopting the concrete coating that characterized it so much. The creation of the College of Architects of the Canary Islands in 1970 forced to add one more plant, finishing the work in 1971.

The building is characterized by three volumes: a rectangular basement with two levels and basement, an eight-story high-rise building and a very slender tower with vertical circulations as a counterpoint to the composition. The generalized treatment of the masses of reinforced concrete as independent volumes, the horizontal line of the structural elements where the closing of the slab allows the compositional play and a variable rhythm of openings. The enclosures are prefabricated and are presented as lightweight vertical modules. In this building the criterion of formal differentiation is followed in response to different uses. Circulation is the basic compositional element that brings together and structures the various parts of the building: the cantilever assembly hall, the office block and the exhibition space under the square are autonomous volumes that are conjugated in almost one way Rich sculpture In the basement there are: an events hall, a large exhibition hall in two volumes under the square and other complementary services.
